Winners named for Government £10bn offsite framework

2023 is looking set to be an outstanding year for those involved in modern methods of construction, as yet another milestone contract has been awarded, this time by the Crown Commercial Service on behalf of the UK Government. The pan-Government Collaborative Offsite Construction Solutions framework has an estimated value of £10bn and will be used to design, deliver and commission modular build projects for a range of public sector departments, including Healthcare, Education, the Ministry of Defence and the Ministry of Justice.

A total of 29 firms have been selected to participate in this framework - a mixture of mainstream household names and Small to Medium Enterprises. It is heartening to see many companies with whom we already partner on this list. This contract represents a major confidence boost to all those involved in the sector. It offers an exciting opportunity to demonstrate that modular builds are the best way to deliver cost savings in the construction industry. MMC can shorten the duration and disruption associated with the builds and supports the Government in achieving the net zero targets that it has pledged.

The pan-Government Collaborative Offsite Construction Solutions framework has been let for an initial four year period, with the possibility of a three year contract extension which will be determined at a later date, provided that specific success criteria are met. The full contractual details are not currently available in the public domain but it is believed that call-off contracts that are generated via this framework will be able to run beyond the framework end date.

Projects that will be delivered under this innovative framework agreement will include the provision of new social housing, extensions to hospitals and a range of new schools. The framework will provide the public sector with access to top-of-the-range offsite modular designs from a range of leading industry experts. The builds will be delivered and commissioned in a common way to ensure that exacting quality standards are met or exceeded on every build, supporting the case for a contract extension downstream.

The buildings that will be delivered by these projects have the potential to make a significant difference to the lives of millions of people. This includes those who will directly benefit from the new accommodation, either working or living in the new and updated buildings, right through to anyone who secures one of the thousands of new jobs that a contract of this magnitude will necessitate.
